    PM gives policy directions on the development of Northern area to governors of the northernmost prov

    Prime Minister gave policy direction on the development of Northern area to governors of the northernmost provinces and the private sectors, and presided over a meeting of the governors from all over the country with an aim to put the Government policies into practice at the local levels. PM also called for the meeting participants to follow the King’s gracious suggestion to live together with love and ruthfulness, to join hands for the sake of country’s security, and to work with integrity.
    December 27, 2012, at 0830hrs, at Chiang Saen Room, Centara Duangtawan Hotel, Chiang Mai, Prime Minister Yingluck Shinawatra presided over a meeting on “The Overall Picture of the Northernmost Provinces’ Development” to assigned policy directions to governors of the northernmost integrated provinces 1 and 2, and the private sectors. Participated in the meeting were Interior Minister Charupong Ruangsuwan; Commerce Minister Bunsong Teriyapirom; Science and Technology Minister Woravat Au-apinyakul; Natural Resources and Environment Minister Preecha Rengsomboonsuk; PM’s Office Minister Niwatthamrong Bunsongpaisal; Interior Deputy Minister Pracha Prasopdee; PM’s Secretary General Suranand Vejjajiva; Government Spokesperson Tosaporn Serirak, and other related officials, as well as representatives from the private sectors.
    Later at 1000hrs, at Duangtawan Grand Ballroom, PM Yingluck presided over a meeting of the governors from all over the country to give policy directions with an aim to put the Government policies into practice at the local levels, to analyze capacity and positioning of each province and integrated province, and to discuss reforestation and rehabilitation of watershed areas. Participated in the meeting were senior officials of the Ministry of Interior, nationwide governors, and other related authorities.
    Before the meeting started, Interior Minister Charupong Ruangsuwan represented Ministry of Interior’s officials to deliver New Year’s wish to PM Yingluck. In turn, PM Yingluck thanked the Ministry’s officials and gave a statement that PM’s happiness lays where all the government officials join hands in working for the country. The Government alone will not be able to achieve any work. It needs local governors and officials to put all the policies into practice for the sake of Thai people. Thanks to all the governors, government authorities, private sector, and people sector, works done during the year 2012 seem to yield better results than the year before, although much harder works had to be executed as part of the post-flood economic rehabilitation. For the upcoming year 2013, PM Yingluck wishes the best things happen to the officials who have sacrificed themselves for the welfare of the country and its people.
    The meeting started thereafter. Gist of the meeting is as follows:
    1. Integrated plan for the development of provinces and integrated provinces
    1.1. Office of the National Economic and Social Development Board (NESDB) and the governors are assigned to come up with a strategic plan for each province and integrated province along the line with the national and ASEAN strategies. NESDB will set a format applicable to all for the nationwide unity in putting the policies into practices.
    1.2. Each province is assigned to adopt national strategies on the draft of a provincial development plan for 2013-2014 with a long-term plan in mind. This must be done by January 15, 2013.
    2. PM’s suggestions on the analysis of capacity and strategic positioning of each province and integrated province
    2.1. Pitsanulok province: If the province wishes to conduct agricultural researches, it should focus on the agricultural products that are the province’s strengths. It is suggested that the province explore reports on agricultural research done by other governmental organizations to compare and avoid any repetition.
    2.2. Khon Kaen province: Setting the province’s positioning must be done with the provincial strengths in mind such as being a silk city. Khon Kaen’s strategies should also be beneficial to other neighboring provinces.
    2.3. Chachoengsao province: It is suggested that the province consider the advantage of dual gauge railway, which will be constructed and will pass through the province, as part of the provincial plan for the reduction of transportation cost and logistics connectivity with the public high-speed rail project. This will also help alleviate the congestion of industrial sector in Rayong.
    2.4. Phuket province: The province is requested to focus on the issue of local congestion. The provincial strategic plan should be set in a way to draw tourists to other neighboring provinces as well to alleviate the problem and to boost tourism in those neighboring provinces. Phuket should also focus on hi-spending tourists.
    2.5. Uttaradit province: The province is requested to review plans and projects that are in line with its true development capacity in order to submit for approval of the cabinet at the cabinet retreat in Uttaradit next month.
