January 7, 2013, at 1400hrs, at Santi Maitree Building, the Government House, Prime Minister Yingluck Shinawatra presided over the 3rd workshop on integration of action plans for country strategies and action plans on strategies for ASEAN Community (AC) to follow up on the results and integration plans of government offices which have been collaborated and reported by the National Economic and Social Development Board (NESDB).
According to PM Yingluck, this 3rd workshop will still aim to brainstorm ideas and suggestions to come up with holistic country strategies and action plans as part of the preparation for AC in 2015. All concerned offices must set a goal that is in line with one another’s and that is linked with provinces and integrated provinces’ strategies. Budget planning and revision of related plans must be completed within the set timeframe.
On this occasion, the NESDB’s Secretary-General presented an analytical report on the integration of action plans for the 4 important country strategies, which are competitiveness and capacity enhancement, comprehensive growth for social equality, environmental-friendly growth, and domestic restructuring process (such as law reform, and taxation).
Moreover, urgent issues that needs to be moved forward before the ASEAN Community in 2015 were determined which include both economic issues such as law reform, opening of new border crossing points, transportation network, and SMEs development; socio-cultural issues such as languages and education; and political/security issues such as judiciary system, drugs problem, and illegal immigration. Plans and important projects pertaining to the 4 country strategies are such as projects that aim to reduce disparity, and enhance competitiveness. According to the NESDB’s Secretary-General, it is concluded that there are 10 issues of priority that need urgent attention. They are 1) country zoning; 2) promotion of future industries development and sustenance of current industries; 3) promotion of SMEs and OTOP; 4) software development to facilitate services sector; 5) development of border passes; 6) development of transportation network; 7) promotion of investment in the neighboring countries; 8) law development; 9) educational development; and 10) bureaucratic restructure.
To apply the country strategies into actual practice, each province and integrated province must seek its own strength in the areas of agriculture, industry, tourism and services, or others, which is in line with the country strategies. For this, PM Yingluck advised that the government agencies work closely with NESDB. She also assigned each ministry to come up with its main strategy that is in consonance with the country strategies and income generation plan, as well as the budget plan for 2014 and additional plans as part of the preparation for the ASEAN Community. Each ministry is required to submit such plans at the next meeting.
